A catalyst that water crystallize at room temperature. This allows ice to be cast like concrete, with strength similar to wood. More catalyst must be added each day, or a reliability roll is required; on a failure the structure collapses. There is also a counter-agent that will instantly break down the artificial ice.
This is mainly useful for temporary, transparent housing or emergency watercraft. It can also be used to temporarily solidify a well or making a bridge over placid water, but the catalyst will become diluted, rendering it inert in hours instead of days. It has no effect on churning water.
