Twilight is not a place but a state of being, one step removed from the world as we know it. To be in twilight is to be a part of the world, and yet not. It is to be incorporeal and invisible, unable to affect the world in any meaningful way.

Twilight

When a spirit pierces the Gauntlet, or a wraith comes through the Wall, they enter the state of twilight. They are in the normal world, and can see and perceive everything normally, but they lack bodies. They cannot be seen except by mages and other sensitives, and they cannot affect or be affected by anything. They can pass through solid objects and walls, even through other beings in twilight.

While in twilight, they lose power, and sooner or later they are forced back through the Wall or Gauntlet. To prevent this, they can bind themselves to an object or place with which they share a spiritual connection. A tree-spirit can bond with a tree, a wraith with a loved one or an object that was significant while alive, etc. While bound thusly, they must stay near their fetter, so there is a trade-off involved.

If a bonded spirit can materialize and does so, she doesn't have to stay close while material.

Astral Projection

Mortals, even mages, cannot enter twilight directly as they are bound to their flesh. There are ways around this - astral projection can send the soul into twilight, while the body lies comatose. Just like spirits, mortals in twilight lose power, and will eventually be forced to return to their body.
