I do not understand the second paragraph under Affiliation Score. Could the author please provide an example.

These rules build off those in the PH2 (not that that relates to your question, just a note).

Each section is balanced (see the base number in the header for each). If you exceed this number for a particular section, you have to make that up by being under the base for another section. You only get half credit for being under the section limit too.

The best example is to look at the different affiliations and their balancing.
