A solid rubber tire can allow ground vehicles to traverse open terrain.
The reliablity is the vehicle's speed in open terrain; it can manage twice this on a paved road. The reliability is also the maximum weight of the carriage.
With an improved power plant a vehicle becomes more efficient. To see how efficient, take the engine's relaibility and subtract its weight per power point value from the Power Plants table. If the result is positive, add it to the effective relaibility of the vehicle.
