Here's a sample build to 14 for a Kin/Sonic with Tactics (taken from the Tank Mages SG thread).

Thoughts: The knockback from Shockwave is annoying for Kinetics. It may be better to take Shout at 16 in order to avoid knockback. Stamina should not be needed post 26, so it's probably not worth getting for the 20-25 level range.
Teleport will be useful later in the game.
Group Teleport: Can be useful to teleport party into a group, fire off quad FS and nova.
