Foe Hunters are not one class, it is a dedication made by an individual to seek out and destroy a hated foe. Foe Hunters are not trained, they are made.
All Foe Hunters are sponsored by The Stormlord. Even a highly lawful paladin gan gain the The Stormlord's blessing if the need is strong enough.
The most extreme form is the dragon hunter. Much more popular now under Emperor Mezzenbone, many dragon hunters work in TheInsurrection and seek to turn that into a much more radical organization.
