Formalization of the executive office; either a president, prime minister, chancellor, or direct royal control. This formalizaton includes a certain degree of autonomy of action and established methods of censure. Makes the executive office able to act faster and with less deliberation. Does not imply a lesser or greater degree of democracy; the executive can be appointed by parliament or by royal decree.
