ECL and Starting Characters
Urban Arcana solves the ECL problem for starting characters by increasing the starting XP level for these creatures, and thus slowing the advancement rate. Also, Urban Arcana dows not grant save or to-hit bonus for racial hit dice. This makes it much easier to give additional hit dice to high ECL creatures. As a result, I have decided to rework the Shaktar and the Stormer. -- UrbanBlom
