Very exotic and powerful, shifters stretch the border between what is draconic and what is not. Their ability to shift into a draconic form at high levels makes them highly suspect in the eyes of the Dragon Empire. Not so bad that they are actively persecuted, but impersonating a dragon is an imperial offence and most Imperial Police officers will take the chance to lean on any unknown Shifter moving into their turf.
The church of The Mother claims that all shifters are sponsored by their godess, to which not all shifters agree.
