A heavy crossbow with a laminated or steel bow. Cranked or using a stirrup to load, it can be reloaded in a reasonable time by sacrificing mobility. Primarily a siege weapon.
The legendary Chinese siege bow has the same statistics. It is an oversize bow that is fired lying down, the bow held by the feet and the arrow held in both hands.
