This is the Spider schtick of the same name, Feng Shui, p. 137.

Weave an invisible web of Fu energy which you can use to entangle your opponents. Make a Martial Arts check against the target's Dodge. If successful, the opponent suffers X points of Impairment for a number of shots equal to the Outcome. The standard version of this ability requires you to be engaged in hand-to-hand combat with the opponent. For an extra schtick you can make it a thrown weapon attack; the range equals your Fu rating in meters. Two extra schticks makes it a normal ranged attack.
