This is the Spider schtick of the same name, Feng Shui, p. 137.

You can check to see whether anyone you have successfully hit with the Web ability is in the area. You must have used Web on the character within the last 24 hours. The area of effect is a circle with a radius equal to your Fu rating in kilometers. You can spend additional schticks to increase the range, adding to it your Fu rating in kilometers for each schtick spent. You can also spend an extra schtick to be able to accurately locate the character within the area of effect.
