This is the Fox schtick of the same name, Feng Shui, p. 133.

You may gain a single transformed animal schtick from any willing transformed animal within range and use it until the end of the Sequence. The lender does not lose the use of the power. Range equals your Fu rating in meters.

You can spend additional schticks to increase the range, doubling it for each schtick spent.

You can also spend a schtick to be able to burrow from unwilling targets, but this requires a Martial Arts roll vs. their Willpower, with thrown weapon range penalties.
