This is the Tiger schtick of the same name, Feng Shui, p. 138.

Make a successful attack with Martial Arts to bite your opponent's windpipe. This is a called shot with a -2 modifier. If successful, the target takes damage equal to your Action Result plus Strength reduced by his Constitution, Toughness and armor. If you spend an extra schtick on this ability, you also ignore any Armor the opponent may have when making this attack.
