Wealth / Starting Wealth

Character's starting wealth depends very much on the campaign. It depends mainly on what social circuit the GM wants the campaign to take place in. In a campaign about gang warfare, nobody should be very wealthy, or the whole point is lost.

Starting wealth level normally depends on the social and technological sophistication of the campaign. Note that this includes the adjustment for tech level, so you have to remove that in order to find what position the character holds in society.
