You are a lucky guy; people tend to leave their cars empty with the motor running near you. At any time you can spend a Fortune point to find vehicles suitable for a chase ready and waiting for both you and your opposition, turning an ordinary scene into a chase scene. Of course, if vehicles would normally have been available, there is no need to pay a Fortune point.
If an enemy makes a getaway you will generally find a suitable vehicle to chase them with, unless the GM says no. Sometimes villains are meant to escape. When you need to make a quick ascape, there is always a vehicle handy, but the villains can generally find one too if the GM bothers, turning the scene into a chase.
