There are various alien species out there, that use powers natural to their species. All member of such a species have access to the powers, though few develop them fully.
Aliens need not come from outer space. The Ingus of the Inner Earth, fish-men of Atlantis and bird-men of the Himalayas are all famous.
Aliens tend to have Items, Races, Sorcery, or Super schticks.
Aliens in City of Heroes
There are two organized groups of aliens in CoH, the Kheldians and the Rikti. Both use what seems to be a merger of the other origins.
Rikti
The Rikti themselves seem to be the result of science and mutation, while they freely use both natural skills and advanced technology. Initially they are weak on magic but they learn quickly. The alien origin leaves them very open to powers from other origins.
Kheldians
Peacebringers use what seem to humans like spiritual powers to live a series of lives through different hosts. This process can be modified to make nictus/warshades, but the original abilities are inherent in the species.
Shivans
Strange extraterrestrials coming out of the meteors of Bloody Bay, Shivans all have radiation powers.
Igneous
Igneous are a species indigenous to the inner earth who have surfaced in the Hollows; it is unclear whether they are silicone life-forms or elemental creatures.
Coralax
Coral creatures living in the sea off the Rogue Islands, Coralax all share the potential for certain powers.
