These are ordinary people who have no superpowers at all, only exceptional skills and abilities.
A normal is governed by the rules for Exceptional Abilities and normally cannot normally increase their attributes past 10. They also do not display any innate powers though they can have access to a few powers through a gadgets.
Normals pay normal cost for non-supernatural or super-tech Items and all Pulp schticks. In addition, you can choose Cyber, Fu, Guns, Items (magic and supertech), or Sorcery as the type of schctick you pay normal cost for.
