This is a tight torso armor reinforced with struts of metal, wood, or bone. It does not offer much in the way of protection and is quite encumbering. The upside is that it can be outfitted with heavy skirts and made part of a suit of courtier's or noble's outfit. Because it does not hinder the arms at all, it has no spell failure chance.
Because it leaves the arms free it does not give an armor penalty on ranged attacks even when used by someone who lacks Armor Proficiency (light armor).
