The faun is from bestiary 3.
PC fauns have no racial hit dice and use their spell-like abilities with a caster level equal to their character level. They have a +2 ability modifier to Charisma and Dexterity. This gives them a total RP score of 10, the target value.
RP Budget: Fey (+2), DR (+1), Pan Pipes (+3), At Will level 0 (+1), 1/day lvl 1 & 2 (+3) = 10
