Disguising the verbal components of spells as innocuous actions requires a Bluff check with a penalty equal to the level of the spell, opposed by each observer's Perception. Disguising focus, material, and somatic components uses Sleight of hand in the same way. Note that all the usual penalties on Perception checks apply, including distraction penalties.
