A cabal is an alliance of political actors who aim to push an agenda. Using intrigue and persuasion, the cabal works to influence society around them. Their goals can vary widely: starting a revolution, installing a pretender to power, advancing a social cause, defeating a rival faction, or pursuing an entirely different agenda.
