Inherent
You have developed an independent ability to act between your upper and lower body, which allows you to make a full move as a part of a Basic action. This is mainly useful in raiding and combat, where you can attack and still make a full move. The basic action allowed in Twin Body cannot be one that in itself allows additional movement.
The last paragraph is to prevent absurdities, like using Twin Body recursively for infinite movement.
