This is a Method for using Powers in Action. Methods are a part of Traditions and define how Powers are used in each campaign.
Manual of Power
Your powers are recorded in some kind of manual, tome, or device; a large but portable object that you need to occasionally check up on in order to use your powers.
Limitation
If you lose your manual, you cannot use Limit Break powers. If you cannot access your manual for 24 hours, you lose access to all your powers.
Focus Condition
Basic Action (Focus)
As your first action in a round you can take out your manual and use it as a reference work. This works like a normal focus action, but is a basic action rather than the normal trigger action. Your manual is now in your hands, where it is vulnerable to stunts and prevents you from using other tools or blast foci during the round. Notice that a manual can itself be an implement, usually a Tome.
Using your manual to focus out of action scenes takes 5 minutes. If you need to manipulate something, you generally put your manual on a work surface, further endangering it.
