The effects are precise but momentary, activating it is very fast and can be combined with other actions.
The effect is small, precise, and momentary.  
When such a small thing has leverage, you can use this as a Set Up for yourself or another without taking any time in the fiction. You can both Set Up and take an Action in the same narrative space.
When it makes sense in the story that this creates leverage, you may roll Finesse without expending any time.
Resolve this as a normal Set Up, then immediately roll the Action you are Setting Up.
