A cult serves a supernatural entity, which could be a god, saint, philosophical teacher, demon, devil, archfey, greater aberration, undead lord, great spirit, or something similar. A cult has a religious or magical agenda and vies for control over the souls of a population. This might involve reforming an existing church, introducing a new faith, or creating a secret network operating from the shadows.
