Certain times and days are “unlucky”, and you cannot spend Fortune points. Nor can you spend Fortune when facing an unusually supernatural adversary, unless you have been appropriately "blessed".
Snake eyes rolls indicate you suffered some bad omen that takes your confidence away - you cannot spend Fortune for the rest of the scene.
