Consists of the old states of North Dakota, South Dakota, Nebraska, Iowa, and Kansas, plus the former Canadian provinces of Manitoba and Saskatchewan, minus the western parts of the Dakotas that now belongs to the native american nation of Lakota.

Samuel Morrow formed the communist People's Collective in 1931. His main political platform was the total abrogation of all loans and mortgages, thereby saving the farmers of the midwest from economic ruin in the Great Depression.

Originally convinced of the imminent victory of "World Revolution", Samuel Morrow did not oppose the formation of the native american nation of Lakota at the outset. When World Revolution failed to materialize in America, the collective started an aggressive foreign policy, propagandizing for revolution in neighboring countries and reintegration of Lakota, but hopelessly overstrained it's meager capacity for foreign and military action.

The state is united only by it's love of the land and it's hatred of Big Money. Politically, it is very divided. Though officially communist, this is somewhat true only in the cities. A few attempts to create socialist communes and farming collectives have failed dismally. The new state nationalized some large farms and claimed ownership of farmland in receivership of various banks, and on this land some experimenting is underway, but most farmers want nothing to do with collectivization. The second political focus of the nation is devout christianity, but even that is divided between numerous credos. There is a constant strain between devout Christians and atheist communists.

At the same time, the collective's isolation disrupts markets, so bulk smuggling to the ISA is widespread. Many farmsteads are starved for capital and machinery, and individuals have made very "uncollective" appeals to bankers in the Empire State for funding. Recognizing a possible ally in an enemy of the ISA, some financiers in the Empire State have been quite receptive, but distance and distrust prevents any close cooperation.

One of the main projects in the collective today is the building of a railroad from Grand Forks to Winnipeg. The Collective has a port in Churchill, Manitoba, but the rail connection over Regina is long and narrow. Investment capital is sadly lacking, though.
