Ground Attack

Against hard targets, damage is counted in the number of bomb templates. A 70 caliber round counts as one template, a 60 caliber round counts as half a template. There is no major difference between Flak and AP template bombs; if you wish, certain targets can only be effectively damage by AP (bunkers, ships) while others are best attacked with Flak (Infantry). Using the wrong kings of bomb halves damage.

Strafing

Strafing is done as a normal attack with rockets or guns, but with a range of only 3. (This is from Wings over Manhattan).

Bombing

Bombs can do a lot of damage if dropped accurately. Ground targets must generally suffer a close hit (successful attack roll) to suffer damage, but the damage of bombs increase with direct hits; if you have an attack margin, add a number of damage templates equal to the margin.

Make but a single attack roll ofr the entire bomb load, using the worst accuracy modifier. If you hit, add the damage of all the bombs dropped together to the margin to find the final damage.

8 Base Target Number
+ bomb to-hit modifier (unless you are stalling)
+ deflection if target is moving
pilot Dead-Eye skill
+2 if pilot shocked

It was not until well into W.W.II that antiaircraft crews learned to shoot effectively at dive bombers. This means that you can ignore Flak while diving to bomb. On the other hand, you cannot shoot any other weapons while dive bombing.

Bombing a mobile target is much more difficult than bombing a stationary one, and this applies even to slow-moving targets such as ships, zeppelins, cars and trains. Count deflection modifiers.

It is possible to bomb planes, though just barely. You must be in the same hex, and faster than your target, though facing does not matter. Make a second check after the attack roll succeeded, a result of 1-9 indicates it was a miss after all, while a 10 indicates a hit.

Dive Bombing

In the thirties, the only sure way to hit with a bomb is to dive down at a target. Hence dive-bombing.

When you drop a bomb while stalling, you can ignore the accuracy modifier of the bomb; all bombs are just as easy (or hard) to hit with..

Basically, you can increase accuracy dramatically while stalling. As bombers usually want to spend as little time over the target as possible, this means you do a rapid approach, break heavily and dive, then pull out and escape. The Howling Flaps are designed just for this purpose.
